Fill 7 <br />March 30, 2007 <br />Page 2 <br />FILL PLACEMENT <br />CDMG regulations require that spoil be `laced in horizontal lifts in a controlled manner, concmrentty <br />compacted as necessary to ensure mass stability°. Maximum lib thickmesses are not specified. As indicated <br />by previous inspection reports, lifts were placed in accordance with plans specified by CTL Thompson. <br />Spoil material was transported to the fiII area using a combination oftrucks and dozers. Left thicknesses of <br />up to 50' were phrced within the area removed from the fill face by more than 50 R Thinner lifts of 6-8 R <br />with leveling and compactive effort supplied by dozers a~ trucks was utilized as fill placement advances to <br />within fifty feet of the slope face. No 5ll placemert occmred during this quarter. <br />COVER MATERIAL <br />As documented by previous msPecUion reports, cover placemen; seeding and mulching occurred during the <br />second quarter 2002. Dming the first quarter 2004 additional topsoil was transported to the upper-most <br />portion of the fill area lying between the area seeded in 2002 and the lateral ditch placed at the upper <br />perimeter of 5117. The northeast portion of this area, approx®abely 1.60 acres, was final graded and <br />seeded in August of 2006. <br />[,`YM.iZtlyJLi 7~~Y Y ~-N 7_Y M~ <br />The entire excess spoil fill tacHity was examined for signs of failrue and instability such as tension cracks, <br />Bound movement springs and seeps, and standing water No indication of potential instability was <br />observed. <br />DOCUMENTATION AND OTHER OBSERVATIONS <br />Early spring conditions pr~evar7 with 1®i[ed new growth predomi~tely on soarh facing aspects.. <br />CERTIFICATION <br />Lrspedion was conducted by Ronald G. Thompson, a qualified professional and MSI-IA certi5ed inspector <br />of eaM a~ rock-fill ~banlmrems a>rd inrpormdments, under the direction of Mr. Charles McGlothlin, a <br />registered professional engineer licensed m the State of Colorado. <br />This is to certify, to the best of my Imowledge and belie; that Fill No. 7 construction and phrcemen; as <br />noted since the previous certification and as determined during this inspection aad by discussions with mine <br />personae; is in accordance with designs as proposed by CTL Thompson in their report dated April 27 and <br />amended Jaly 27, 2001 aad as approved by the Division ofMinerals and Geology. <br />~~ ~~~ <br />Ronald G.
