- iii iiiiiiiiiiiii iii ~ <br />999 <br />~~/~ RECEIVED <br />SEMI of P~ APR o3 2000 Seneca Coal Company <br />Division of Minerals 8 Geology <br />March 29, 2000 <br />Mr. Mike Boulay <br />Division of Minerals and Geology <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203-2273 <br />RE: Seneca 11 Mine Permit C-80-005, 1999 Annual Hydrology Report Comment Response <br />Dear Mr. Boulay, <br />This letter serves as Seneca Coal Company's (BCC's) response to <br />the Division's March 22, 2000 letter in regards to their review <br />of the Seneca II 1999 AHR. The item numbers in this response <br />correspond to those in the Division's letter. <br />1) Well SWC15 was abandoned in March 1998 in preparation of <br />highwall reduction. This is noted on page 4 of the 1998 AHR. A <br />well abandonment report was sent to Ms. Erica Crosby of your <br />Division on May 8, 1998. This well was being used for water <br />level observations only and was not relevant in determining post- <br />mining impacts. SCC will revise the hydrology monitoring program <br />to reflect the abandonment of this well. <br />The presence of oil and grease analysis on the "short" surface <br />water parameter list is an apparent mistake. It would make no <br />sense to monitor oil and grease for a "short" list site upstream <br />of mining (such as site Sw-S2-1 (SSG1) on Grassy Creek) but not <br />to monitor oil and grease on a "long" list site downs*_ream of <br />mining (such as site SW-S2-2 (SSG2) on Grassy Creek). No visible <br />oil sheen has been observed at any site with a "short" list <br />requirement. SCC will revise the "short" list by remove the <br />reference to oil and grease analysis. <br />2) The "short" list was established in 1984. In 1987, the <br />Division made a request to temporarily evaluate the addition of <br />more parameters. SCC has made an evaluation of the parameter <br />lists used and has submitted that evaluation to the Division on <br />March 3, 2000. <br />3) The Division is correct that there is no reference to the EPA <br />information (regarding the soil pH) in the CDPHE standard.
