ANNUAL RECLAMATION REPORT
CYCC MINES 1, 2, ECKMAN PARK AND MINE 3
This report addresses federal coal and associated private coal mining oper-
t ations conducted by CYCC in Routt County, Colorado, as delineated by mine area on
1 the enclosed maps titled CYCC Mines 1, 2, Eckman Park and Mine 3 reclamation.
1 The methods of mining employed at CYCC consist of both truck-shovel and
dragline type operations. Topsoil is stripped by scrapers and segregated into
topsoil and subsoil stockpiles or reapplied directly onto regraded mined surfaces.
After the mining operation is completed, spoils are graded to approximately the
original contour and subsoil is replaced over the spoil material followed by the
placement of the topsoil. A seedbed is then prepared and planted during the late
summer and fall. Contour furrows are installed which help stabilize the site
I and enhance soil moisture conditions. A detailed description of the cultural
practices employed as part of the reclamation process is presented in our Mining
and Reclamation Plan (permit no. 79-177) submitted on September 14, 1979. The
Mine 3 reclamation is covered by Permit 76-16; however, methods used at Mine 3
have been upgraded to that of 79-177.
Enclosed are three maps which delineate the mining areas which have been dis-
turbed by mining and the subsequent extent of reclamation. The major catagories of
disturbance are open pit and spoil, graded spoil, topsoiled, and reseeded. As soon
as conditions permit, graded areas will be retopsoiled and reclamation will progress
as approved in our reclamation plan. The maps also show the number of acres, the
date, and the seed mixture which was planted for area reseeded. Seed mixtures are
presented in Table 3 as coded on the reclamation maps.
A summary of the current and cumulative disturbance and reclamation data for
Mines 1, 2 and Eckman Park are presented in Table 1. This summary reveals that
during the 1982 reporting period, 250.1 acres were disturbed by mining. The cum-
? ulative total number of acres disturbed as of December 31, 1982 is 3,574.3 acres.
I Reclamation progress during the 1981 reporting period accounted for 402.0 acres
reseeded. A cumulative total of 2,275.8 acres have been reseeded or about 64 per-
I cent of the total disturbance. In addition, there are another 479.6 acres of gra-
ded spoil which have been recontoured, and in the process, as conditions allow,
of being retopsoiled and reseeded. Also, there have been 56.9 acres topsoiled which
will be seeded as soon as possible in the 1983 season. The combined acreage of
reseeded and recontoured sites brings the total number of acres reclaimed or in
the process of being reclaimed to 2,812.3 acres or 79 percent of the total dis-
turbance. Acreages include both federal and private coal mining operations and
support facilities.
Mine 3 reclamation has proceeded under Permit 76-16. During 1982, 157.9
I acres received final grading and will be topsoiled and seeded this coming Eield
season. No other mining or reclamation activity has taken place at Mine 3 during
1982.
Revegetated sites at Mines 1, 2 and Eckman Park were monitored during 1982
to evaluate relative success to date in meeting revegetation success criteria.
These data are presented in Table 3, Summary of cevegetaCion and surface soil
conditions on reclaimed sites at Mines 1, 2, and Eckman Park. For the most part,
revegetation has been very successful and has done an excellent job of restabili-
zing the reclaimed surface.
I
