<br /> <br />RECEIVED <br />BOWIE RESOURCES LIMITED <br />Bowie No. 2 Mine JUL 151999 <br />Coal Mine Waste Bank Inspection - 2n° Quarter 1999pNisionotMineralsBGeology <br />On June 28, 1999, I performed the required quarterly visual inspection of the Bowie No. 2 <br />Mine coal mine waste bank in accordance with Rule 4.10.2. <br />The gob disposal area was dry. I, J. E. Stover, P.E., have a wide variety of experience in <br />the design and construction of earth fill embankments. Nothing was observed during the <br />inspection that would indicate the pile has a potential for failure. All organic material and <br />topsoil has been removed ahead of the waste bank founding. <br />The construction of the pile has progressed beyond the first terrace (=6050'). This <br />elevation was corrected from the last quarter's report. The operator began excavating <br />cover material from the gob pile founding and placing the material on the outslope of the <br />pile during the third quarter 1998. No additional cover material was excavated during the <br />1'~ quarter 1999. During the second quarter additional cover material was excavated and <br />placed on the outslope of the pile. The entire outslope of the pile, up to the first bench, is <br />covered with subsoil. The depth of cover material placed has not been verified. <br />Coal mine waste is to be placed in the pile in approximately horizontal lifts no more than <br />24-inches thick. The coal mine waste is spread and compactive effort is provided by a <br />self propelled sheepsfoot compactor. Coal mine waste was hauled to and from the pile <br />during the quarter. Coal mine waste hauled to the pile during the quarter was end <br />dumped along the northwest boundary of the pile. It was not spread or compacted, <br />therefore no compaction tests were performed during the quarter. <br />Approximately 1,000 tons of coal mine waste was excavated from the pile and hauled to <br />Powderhorn Coal Company's Roadside preparation plant. Additionally, approximately <br />8,800 tons of coal mine waste was transported from the portal bench directly to <br />Powderhorn Coal Company's Roadside preparation plant. The coal mine waste <br />generated during the quarter was from ventilation shaft excavation. Approximately 120 <br />loads were hauled during the quarter (1,008 in place cubic yards @ 8.4 cylload @ 12 tons <br />per load). Lambert & Associates is currently evaluating the strength parameters of the <br />material from the ventilation shaft to determine its effect (if any) on the stability of the pile. <br />A failure of the pile would probably not be a hazard to human life. The pile is located <br />above a large flat bench. The bench is approximately 80 to 150-feet wide directly below <br />the pile. Additionally, the gob pile sediment pond is located below the pile. If the coal <br />mine waste bank failed, the material would very likely be~cp~a~ised on the bench below <br />the pile and or within the gob pile sediment pond. ~~poo.??:?i,~a~ <br />o~ '' <br />'•.
