Lang <br />Reffli®~n Director <br />I have completed a review of the draft design for the upper waste <br />pile submitted by Kathy Welt of Mountain Coal Company (MCC). <br />During our visit to the West Elk Mine on July 12th of this year, I <br />encouraged MCC to submit a draft design to facilitate my review of <br />their design methodology. To my amazement, Ms. Welt submitted a <br />draft on July 20th. <br />My Summitville preoccupation has prevented me from reviewing the <br />document earlier. However, I finally got an opportunity to review <br />the MCC draft submittal. I offer the following comments for MCC's <br />consideration in preparing its final submittal. In order to keep <br />you appraised of this exchange, I am forwarding these comments and <br />their preliminary submittal to you. Please forward a copy of my <br />comments to Kathy Welt's attention, along with my apology for my <br />protracted turnaround period. <br />Page 3 <br />The text anticipates incremental construction of the <br />underdrains. The plans depict the Upper Refuse Pile (URP) <br />being constructed in an upslope direction, principally to <br />accommodate the conveyor delivery of refuse. Extreme care <br />will have to be exercised in temporarily terminating the <br />uphill extremity of the incremental underdrain segments. It <br />is important that sediment be prevented from entering the <br />underdrain and occluding it. When subsequent phases extend <br />the underdrain, it will need to be opened, cleaned and <br />carefully extended. MCC should include specific procedures <br />and standards for temporary termination and incremental <br />extension of the underdrain system. <br />Pages 4 & 5 <br />The topsoil and subsoil stockpiles are large, 155,000 yd' and <br />122,000 yd', respectively.
