Construction <br />595 Taylor Street <br />Craig, CO 81625 <br />Attn: Mr. Bud Bower <br />Job No. 95-2296 <br />As requested, Northwest Colorado Consultants, Inc. has prepazed this letter outlining our inspections <br />made during the fourth quarter of 1997 a[ the Waste Coal Area, which is located at the Foidel Creek <br />Mine in Rout[ County, Colorado. <br />We visited the project site on September 30, October 15 and November 6, 1997 to test dte compaction of <br />the waste coal materials being placed in Area Nl. The contractor had placed and compacted the majority <br />of the waste coal materials in the central portion of Area bl. A total of 12 compaction tests were taken <br />during these visits. The approximate location of the tests, as well as Ute compaction tests taken during <br />the third quarter of 1997 aze shown in the attached Figure N1. The results of our compaction tests aze <br />also attached. it should be noted that the abbreviations given in the Nucleaz Density Tes[ Results <br />(Proctor Data) aze as follows: Maximum DD =Maximum Dry Density and OMC =Optimum <br />Moisture Content. Bodt of these values have been determined in accordance with ASTM <br />D698/AASHTO T99. <br />We also visited the site project site on October I, November 25 and December 15, 1997 and observed the <br />contractors operations and construction methods. It should be noted that these observations/inspections <br />were made while we were completing the Supplementary Geotechnical Investigation for the Refuse <br />Disposal Area. <br />Based on our inspections and the compaction test results, it appears that the waste coal materials have <br />been placed and compacted in general accordance with the project plan and specifications. It should be <br />noted that as of the second week of November, [he contractor had stopped placing compacted lifts in the <br />waste coal pile due [o the recent cold weather and snow.
