Energy _, _ , Memorandum <br />Co(oan~oCoalCoerpanyL.~. <br />FOR: Jim Kiger <br />West Pit Fill Construction Report <br />July 17, 1997 <br />During the quarter beginning April 1, 1997 and ending June 30, 1997, I <br />inspected the area in which the West Pit Excess Spoil Fill is being <br />constructed. The purpose of these inspections was to inspect the progress of <br />surface drain construction on the east side of the fill; inspect the areas <br />being dumped to final grade on the 7200, 7250 and 7275 elevations; inspect the <br />fill surface for vegetative efforts; inspect the fill for areas of water <br />seepage or surface drainage and to satisfy the requirements of CDMG. Rule <br />4.09.1(lla). <br />During the quarter some minor repairs were made to the surface rock <br />drain above the 7150 elevation, and some minor repair occurred to rills and <br />gullies that had developed in last years topsoil lay down area, above the 7150 <br />elevation. (See Photograph 107-108) <br />During the quarter dumping began again on the 7200 west side dump (see <br />Photographs 107-108) <br />The vegetative cover on the fill came in very well during the spring and <br />early summer, and a good growth now covers most of the fill area that is in <br />its second growing season. (See Photograph 109) <br />Attached to this report are my certification that all construction <br />requirements have been met thus far in constructing the West Pit Excess Fill. <br />~~`~~ ~ Cre~~ <br />Stephen R.
