Tlie general ground water gradient, to the extent that it has been docwnented <br />in the area of the Keenesburg Mine property, trends downgradient to the <br />north-northeast. Recharge of the aquifer in the "spoil area" continues to be <br />limited to a single source, the localized infiltration of precipitation to the <br />subsurface. There is still no evidence of any significant ground water <br />recharge to tl~e site from the Ennis Draw fluvial ground water system. Ground <br />water elevations in those existing Ewiis Draw wells close to the Keenesburg <br />Mine site continue to be sigtuficantly higher than in either the spoil monitor <br />well or the ash monitor wells. <br />CEC continues to believe that no adverse affect on the overall hydrologic <br />balance of the Keenesburg Mine site will result from the continued ash <br />disposal operation (or the addition of mine waste rock to the ash disposal) <br />and/or the reclamation operations, and that ground water levels in the former <br />mined areas would be expected to recover to approximately their pre-mining <br />levels following the conclusion of CEC operations (see McWhorter report, <br />Appendix I-1 to Pern~it C-81-028). CEC does not anticipate that it will be <br />necessary to treat either ground or surface waters at the Keenesburg Mine <br />• site. <br />In the course of applying for, and obtaining approval to dispose of mine waste <br />rock (in the "ash disposal pit") at the Keenesburg Mine site, CEC submitted, <br />and obtained approval for a Ground Water Monitoring Plan from CDPI-IE. <br />As a requirement of the plan, CEC provides notification that data, developed <br />under the Monitoring Plan for the 4°i Quarter, 1998, have been placed in the <br />operating record. This is the first annual notice pertaining to the Monitoring <br />Plan. Since it was approved for implementation just prior to the 4°i Quarter, <br />only that data has been captured in the ]998 Amnial Hydrolobry and <br />Reclamation Report. <br /> <br />AHR-1998 -Si- Stipulation #5 <br />
