Preliminary field investigations <br />should be undertaken this fall to locate potential sites if that approach is <br />taken, and the sites should be inventoried and selected next summer. If a <br />technical standard approach is taken, the process of establishing appropriate <br />standards should commence as soon as possible, and the issue should be <br />resolved prior to the 1989 field season.
