All springs found in reclaimed areas should be specifically located, noting elevation and relative position. Topsoil Salvage 1) The request for deletion of topsoil salvage monitoring is discussed in the permit renewal adequacy document. Revegetation 1) Page 26 of Colowyo's 1986 annual report states that "if the current shrub numbers on this 20 percent of the reclamation is weighted against the shrub density on the remaining 80 percent of the reclaimed area, the average density would exceed 900 stems per acre overall, after one growing season." However, no shrub density data is provided for this remaining 80 percent of the reclaimed area. This information should be provided, if available. Also, the operator should note whether the stem counts of the half-shrubs (Artemisia frigida and Artimisia ludoviciana) where included in t i>F~nsity estimate, e~ou nld ofTe~ncluded since half-shrubs are not normally credited when calculating shrub deniity standards. 2) Colowyo has not provided any shrub density data for the 1978, 1979, 1980 or 1982 reclaimed areas. This information should be provided and evaluated to assess the success of shrub reestablishment on these areas, as well as to determine if big sagebrush is naturally reinvading these areas as Colowyo has predicted that it would. 3) It appears from an examination of Table 6, Page 27 of the 1986 annual report that the numbers of the half shrub Artemisia frigida far exceed the numbers of the full shrubs. Colowyo may consi~ r reducing the amount of fringed sage in the seed mix and/or increasing the amount of the other shrubs seeds. Colowyo should comment on this observation by the Division, and indicate the proposed course of action.
