<br />2.3.3 Phase I <br />Phase I Mining and Phase A wetland mitigation will require approximately 15 months to complete <br />(Table 1). Mitigation efforts will replace wetlands excavated from the Phase I Mining and <br />Processing Site transplanting materials into the Phase A bench. Mining will proceed in the Phase <br />I area and uses the prepared surface in Processing Site as a staging site for processing material. <br />Final tonnage of gravel removed from Phase I area is estimated at 282,000 tons. <br />The Phase A wetland bench (refer to Appendix B, DS-2) will be backfilled using a subsoil base <br />capped with topsoil. Additional fill needed to raise and slope bench to required elevations will be <br />provided from overburden stripped from the Phase I and Processing areas. The remaining Phase I <br />area (7 acres) adjacent to bench will be used as a settling/detention pond for remainder of project <br />to remove suspended load of produced discharge water (Appendix B, W-1). <br />2.3.4 Phase II <br />Mining and reclamation scheduled under Phase II Mining and Phase B wetland mitigation (Table <br />1) will remove approximately 261,000 tons of gravel. A wetland bench will be constructed under <br />Phase B to receive wetland vegetation and soils from the Phase III Mining area (proposed Phase <br />C wetland mitigation). <br />2.3.5 Phase III-IV <br />Gravel mined from Phases III and IV total approximately 475,800 tons of gravel (Table 1). Phase <br />III Mining area contains the largest acreage of site wetlands requiring a split mitigation effort <br />between Mining Phases IV and V to supply enough overburden for bench construction. Wetland <br />mitigation in Mining Phase III area, during this period, begins with Phase C followed by Phase D; <br />benches being completed as overburden becomes available. Wetland materials will be <br />transplanted as benches are completed; wetland soils and vegetation in the proposed Phase D area <br />will go into the Phase C bench and materials from the proposed Phase E area will go into the <br />Phase D bench. <br />2.3.6 PhaseIII-V <br />Phase III and V mines approximately 565,000 tons of gravel (Table 1). Wetland mitigation <br />involves constructing benches from produced overburden as it becomes available. The remaining <br />benches located in Mine Phase III area will be completed by transplanting wetland materials from <br />the proposed Phase F area into the Phase E bench; Phase F bench will receive materials from the <br />elongated "finger" wetlands extending north of Phase III Mining area. <br />2-4 <br />
