2. Priority of listing or status change <br /> A. Recommendation to U.S. Fish and Wildlife Service- It is recommended that Z. <br /> h. preblei be listed as threatened in Colorado and Wyoming. However, further <br /> study on the location and status of specific populations of this subspecies should <br /> be conducted to establish the current vigor of the subspecies, and to identify <br /> additional locations of critical habitat. <br /> B. Recommendations to other U.S. Federal Agencies- The U.S. Department of <br /> Energy, which has jurisdiction and management responsibility for the Rocky Flats <br /> Plan4 should be informed of the importance of its buffer zone land as critical <br /> habitat for Z. h.preblei. It is recommended that a formal management policy be <br /> formulated to ensure the maintenance and protection of critical habitat. <br /> C. Other status recommendations <br /> 1. Counties and local areas <br /> a. City of Boulder Open Space Department- The Open Space <br /> Department, which has jurisdiction and management <br /> responsibility for the Tracy Collins and VanVlee[parcels, should <br /> be informed of the importance of its land as critical habitat for Z. <br /> h. preblei. It is recommended that a formal management policy <br /> be formulated to ensure the maintenance and protection of critical <br /> habitat for this subspecies. <br /> b. Public Service Company of Colorado- The Public Service Co., <br /> which has jurisdiction and management responsibility for the Fort <br /> St. Vrain Nuclear Generating Station, should also be informed of <br /> the potential importance of its buffer zone land as critical habitat <br /> for Z. h. preblei. It is recommended that a formal management <br /> policy be formulated to ensure the maintenance and protection of <br /> critical habitat for this subspecies. <br /> 2. State <br /> a. Colorado- The Colorado Division of Wildlife (CDOW) should <br /> be contacted regarding the recommended federal listing of Z. h. <br /> preblei as a threatened subspecies. Currently, this subspecies is <br /> a "species of special concern" for the CDOW, and is also legally <br /> protected from being taken intentionally as a nongame species. <br /> However, no formal proactive management policy has been <br /> established. The CDOW should act under the federal regulations <br /> stated in the Endangered Species Act (1969, as amended) to <br /> preserve and protect this subspecies and its critical habitat. <br /> b. Wyoming- The Wyoming Game and Fish Department (WGFD) <br /> should be contacted regarding the recommended federal listing of <br /> Z. h. preblei as a threatened species. Currently, this subspecies <br /> is legally protected by Wyoming Game and Fish Commission <br /> regulations from being taken intentionally. However, no formal <br /> proactive management policy has been established. The WGFD <br /> should act under the federal regulations stated in the Endangered <br /> Species Act(1969, as amended 1973) to preserve and protect this <br /> subspecies and its critical habitat. <br /> 3.
