12. Current land ownership and management responsibility necessary <br /> A. General nature of ownership(s)-The Colorado locations of most recent capture <br /> of Z. h. preblei, being possible locations of extant populations, include the U.S. <br /> Department of Energy's Rocky Flats Plant, the Fort St. Vrain Nuclear Generating <br /> Station, and City of Boulder Open Space Department lands (i.e., Tracy Collins <br /> and VanVleet parcels). These properties have several features in common; they <br /> are relatively large units of land, portions of which generally consist of <br /> homogenous, contiguous critical vegetational habitat, that have been and are in <br /> some way protected from development and high human usage. Other lands <br /> consisting of potential critical habitat in Colorado and Wyoming may be <br /> federally-, state-, county-, city-, or privately owned. <br /> B. Specific landowner(s),if known; give name(s) and address(es)if available and <br /> not publicity-sensitive- <br /> 1. Rocky Flats Plant-The Rocky Flats Plant is federally owned by the U.S. <br /> Department of Energy. General information about the plant may be <br /> obtained by calling(303) 966-7000,or Melany Zgabay, Communications <br /> Department, at (303) 966-4001. To obtain information concerning <br /> environmental restoration, contact Bruce Bevirt at EG&G Rocky Flats, <br /> Inc., Rocky Flats Plant, P.O. Box 464, Golden, Colorado, 80402-0464,or <br /> by phone at (303) 966-8514. <br /> 2. Fort St. Vrain Nuclear Generating Station-The Fort St. Vrain Nuclear <br /> Generating Station is owned and operated by the Public Service Company <br /> of Colorado. The Nuclear Training Manager for Nuclear Operations <br /> (station manager) is Ted Borst, who may be contacted at the plant <br /> location at 16805 WCR 191/2, Platteville, CO 80651, or by phone at <br /> (303) 620-1000 or by pager at (303) 556-0380. <br /> 3. City of Boulder Open Space: Tracy Collins parcel- The Tracy Collins <br /> parcel is under the jurisdiction of the City of Boulder Open Space <br /> Department, P.O. Box 791, Boulder, CO 80306. Mark D. Gershman is <br /> the Wetlands-Wildlife Coordinator for the Open Space Department, and <br /> may be contacted at (303) 441-3440. <br /> 4. City of Boulder Open Space: VanVleet parcel- Same as for the Tracy <br /> Collins parcel. <br /> C. Management responsibility- Currently, the above-mentioned lands are <br /> administered by their respective owners. The current management of the above <br /> areas of potentially critical habitat is not necessarily proactive toward preserving <br /> critical habitat However, the inherent low level of human activity at the two <br /> power plants, for reasons of security, safety, and location, and at the City of <br /> Boulder Open Space lands, for reasons of preserving the aesthetic and recreational <br /> values of the landscape, has acted to preserve these lands as potentially viable <br /> habitat for Z. h. preblei. <br /> D. Easements,conservation restrictions,rights-of-way,special designations,etc: <br /> 1. Rocky Flats Plant- A power company currently has an easement to <br /> access and maintain transmission lines that traverse the plant. In addition, <br /> Western Aggregate and Charles McKay Aggregate have mineral rights to <br /> mine materials for concrete production. There are currently no areas of <br /> special environmental designation; however, there is discussion <br /> concerning designating the Rock Creek area, located at the north end of <br /> Fh1 0.....-Ay <br /> Pi FLS,Inc <br /> ..- ,.,e, .n <br />
