1.0 INTRODUCTION and BACKGROUND
1.1 CPDES (Colorado Pollution Dischar;e Elimination System) PERMIT and WPCA
(Water Pollution Control Act) REQUIREMENTS
Under Construction Stormwater Permit number COR-032372, administered by the JJater Quality
Control Division of the Colorado Depattment of Public Health and Environment, this Spill
Prevention Control and Countermeasures Plan (SPCC) has been developed to address the
prevention, control, clean-up, and management of potential material spil]s during a~nstruction of
the Henderson PC3 Conveyor at the Henderson Mine and Mill. This SPCC Man includes
material located in: (a) conshvction azeas (b) storage facilities; (c) maintenance ;treas; and (d)
other facilities along the route of the Henderson PC3 conveyor.
Because this plan also addresses petroleum products, it complies with 40 CI R Part 112,
Environmental Protection Agency Regulations issued in 1978 under the Water Pollution Control
Act of 1972.
2.0 OWNERSHIP INFORMATION, FACILITY DESCRIPTION, and SPILL HISTORY
2.1 OWNERSHIP INFORMATION
The construction activity is being performed by TIC, Inc. of Steamboat Springs, Colorado in
conjunction with ASI-RCC, Inc. of Buena Vista, Colorado. Both TIC and _4SI have materials on
site that are covered as a part of this document. Climax Molybdenum Company, who holds the
Construction Storm~vater Permit for the construction activities, has developed this plan as
protocol for contract activittes.
Note: This SPCC covers construction activities only. Activities associated with the mining and
milling of molybdenite at the Henderson Ivfine are covered by a separate SPCC.
