• d. The 1992 and 1994 volumes for stockpile KK of 1.4 acre-feet
are correct. The volume contained in the 1993 report of 14.3
was obviously a typographical error.
e. Gary Wendt, Soil Scientist for Peabody Western Coal Company,
documented the topsoil salvage depths at 2-w on September 11,
1994. Attached are his notes and a copy of the photographs he
took at that time.
2. As you mentioned the Tie-Across Haul Road stockpiled topsoil
volume is adequate for final reclamation. The actual 2-w mine
has 407.5 acres disturbed as reported in the 1994 Annual
Reclamation Report. This is total acres disturbed through
December 31, 1994. To arrive at the actual area requiring
topsoil we must adjust this figure for the roads and ponds
that are to remain as permanent structures. Sedimentation pond
005 (4 .8 acres) and pond 006 (7.9 acres) will be left after
final reclamation. Also 26,800 feet of haul road, 30 feet
wide, is also to be left as permanent access and untopsoiled
(18.5 acres). The permit states we will leave a 20 foot wide
road but to allow for a ditch and/or berm we will leave an
extra 10 foot untopsoiled, hence the 30 foot width. By
subtracting the 31.2 acres to be left untopsoiled from the
407.5 disturbed acres you arrive at the total acres requiring
topsoil to be 376.3 acres as of December 31, 1994.
• Topsoil required to cover 376.3 acres at a depth of 1.3 feet
is 489.2 AF. Actual surveyed, June 1995, stockpile volumes at
the mine site is 590.3 AF. This results in an abundance of
101.1 AF of topsoil. By having this much of a surplus, Seneca
believes the current volume can account for losses due to
rehandling and compaction. Also as stated earlier, we feel
more confident about the volumes being generated from our
field surveys of the stockpiles.
Since these numbers and balances reflect survey work Seneca
crews did in 1995 we are submitting a revised Table 94.1 to be
inserted into the 1994 Annual Reclamation Report as a revised
table with the footnote to refer to the 1995 Annual
Reclamation Report for detailed topsoil balance at the Seneca
2-W Mine.
•
