THE GOLDEN EAGLE RDA HAD BEEN COMPLETELY LEVELED OUT AND <br />COMPACTED BY A DOZER. FILL MATERUU_ APPEARED TO BE UNIFORM IN MOISTURE CONTENT AND NO WET OR SOFT <br />AREAS WERE OBSERVED. THE NEW ELK WASTE DEVELOPMENT PILE HAD AN AREA OF END DUMP PILES IN THE <br />NORTHWEST CORNER THAT HAD NOT BEEN SPREAD OUT. THE MATERIAL DIRECTLY SOUTH OF THESE PILES HAD <br />BEEN SPREAD BUT APPEARED TO BE LESS COMPACTED THAN THE REST OF THE FILL. THE MIDDLE PORTION OF <br />CONTINUED ON SHEET 2 OF REPORT SoJ <br />IN OUR OPINION. FILL COMPACTION MEETS SPECIFI ATIONS AS INDICATED BV OUR OBSERVATIONS AND TESTNOISI_41-4J-- <br />= IN OUR OPINION.
