Memo to Matt Hayes
Mt. Gunnison - Lower Pile Monitoring Report
page 2
I want to em hasize that I do not believe that a com action roblem exists at
e t. un m son No. me s ower was a pi e. ave een to t e ower
was a pr a on a num er o occasions, an ave always observed its condition
to be well graded, acceptably compacted and apparently stable. In addition,
the survey monument monitoring supplied by West Elk Coal Company documents the
stability of the facial slopes of the partially completed waste pile.
In order to ensure that relative compaction results are being correctly
determined and reported to the Division, I recommend that we require West Elk
Coal Company to perform a Proctor test on material obtained from the current
working surface of the pile. If the results vary by more than 5 pcf from the
previous Proctor standard, West Elk should also recalculate the results of the
August 25, 1988 testing and submit an appropriately amended letter report. In
addition, I suggest that we require West Elk to perform a Proctor Test
whenever the average relative compaction results of a suite of tests are less
than 90.0% or more than 110.0%.
cc: Susan Mowry
Document No: 1385E
