Kiger <br />September 24, 1993 <br />SECTION 16 FILL CONSTRUCTION UPDATE AND CERTIFICATION <br />On September 20, 1993 I accompanied Mr. James A. Kiger, Colowyo's <br />reclamation supervisor, on an inspection of the Section 16 Fill. The purpose of this visit was <br />to observe the condition of the fill and to satisfy the requirements of CDMG Rule 4.09.1(11). <br />Since the last inspection on June 14 all the dumping has occurred above the 7725 bench and has <br />reached the northern fill limit. <br />During the inspection, we observed that the rip-rap in the drainage channel had <br />been repaired and bedded with some smaller material. Some unavoidable fines were in the rock <br />but a small amount of water will expose the larger rock. All the erosional features observed in <br />the last inspection have been repaired and most of the area below the 7725 bench has had topsoil <br />placed. Some of the area above the 7725 bench has also had topsoil placed. <br />The small seep noted in the last inspection on the extreme east end of the fill was <br />still evident. There does not appear to be a ground water source for this seep as there is not a <br />lot of material above it. During July I observed snow being removed from a bank to the north <br />of the fill attesting to the fact that buried snow will take a long time to melt. In the previous <br />inspection, Mr. Kiger indicated that some mud and snow had collected near the seep location <br />during construction and mining in the adjacent dragline pit. I feel this is the cause for the seep, <br />and it should dry out although it could take several months. This will be confirmed in future <br />inspections. In any event, this seep is not expected to cause any problems as it is in an area of <br />thin fill with very little material above or below it. <br />The fill exhibited no appearances of instability, structural weakness, or other <br />hazardous conditions. <br />On September 24, 1993, I interviewed the project engineer, Mr. Ed Moyer who <br />personally observed the construction on numerous occasions. He concurred that there are no <br />stability or structural problems or hazardous conditions. <br />I am a mining engineer, registered in the State of Colorado, and experienced in <br />the construction of earth and rock fill embankments. Mr. Moyer is a geological engineer who <br />is experienced in the construction of earth and rock fill embankments. Mr. Kiger is employed <br />by Colowyo as a reclamation supervisor and he personally observed the construction of the <br />Section 16 Fill and particularly the rip-rap placement. <br />
