Nettleton (E-mail) <br />Cc: Sandra White (E-mail); Brown, Sandy; Hernandez, Dan <br />Subject: C-1982-056 2004 Annual Reclamation Report <br />Dear Mr. Nettleton, thank you for the timely 2004 Annual Reclamation Report (ARR) <br />As was discussed with Sandra White during the Division Coal Partial Inspection of February 16, 2005, and validated <br />February 28, 2005 by telephone with her, I have edited the report to reflect the acreage in long-term mining or reclamation <br />facilities (for Government Performance and Results Act) and total number of acres disturbed (for the entire life of mine) to <br />the 475.4 acres disturbed cumulative total on the Colorado Division of Minerals and Geology Annual Reclamation Report <br />form. Both of the changed number entries are intended to report the total acres disturbed to date over the entire life of the <br />mine, Phase III bond released or not. The report as submitted included an allowance for 20 acres to be disturbed in the <br />future "Entire Life of Mine". <br />In addition, as discussed with Sandra by telephone this morning, no"Last Years Cumulative Total" (reclamation from the <br />begining to date) for acres backfilled and graded, topsoiled, and seeded was entered on the Division report form, yet a <br />number of reclaimed disturbed areas (by description, acreage, and status) are listed in Table 1 of the ARR report. Such <br />reclamtion may have included some backfilling and grading and revegetation. If so, the dates of such activities should be <br />included. Any seeding report should indicated compliance with approved seed mixes, and the date and location (a map) <br />[see Rule 2.04.13(1)0] included.
