Box 1488 <br />Paonia, Colorado 81428 <br />RE: 1998 Annual Report Review, Bowie No. 1 Mine, Permit No. C-81-038, Bowie Resources <br />Limited. <br />Deaz Mr. Beaz: <br />The Division has reviewed the 1998 Armual Report for the Bowie No. 1 Mine. Contained in the <br />report are the 1998 Annual Hydrology Report, the 1998 Mine Inflow Report and the 1998 Subsidence <br />Report. The following aze the Division's comments and questions concerning each of these sections <br />of the annual report. <br />1998 Annual Hvdrolo v Report <br />For the majority of sample locations, a discussion of current monitoring data compared to baseline <br />values is presented. With minor exceptions, it appears that both surface water and groundwater quality <br />have remained generally consistent with the baseline levels. The frequency of data collection, however, <br />was not in full compliance with the approved monitoring plan. As discussed in the specific comments <br />below, not all of the required monitoring data was collected and/or reported. The Division has the <br />following questions and comments for this section: <br />On page 1, Bowie Resources Limited (BRL) states that several monitoring points have been <br />removed from the schedule presented in Table 1. Monitoring points should not be removed <br />from the approved monitoring plan without an appropriate revision to the permit document and <br />approval from the Division. Please comment. <br />2. On page 3, BRL indicates that MW-1 is in a location that should be outside the area of <br />influence of the coal stockpile and loadout. However, MW-1 shows a significant increase in <br />TDS levels (above the baseline value) for the fast and fourth quarter of 1998. Does BRL know <br />the source of the increase in TDS at this location? Please provide a brief explanation for the <br />
