The property contains a <br />gravel landing strip, hsangar, residence and storage sheds. The aerial spraying <br />business stored and handled pesticides and herbicides for agricultural <br />applications. As a result of this activity the potential for contamination exists in <br />the area around the buildings. The applicant is aware of this situation, has <br />initiated an extensive investigation including soil and water sampling and <br />analysis, and is committed to remedial action. A Voluntary Cleanup Plan <br />application has been ~:ubmitted to CDPHE. The applicant desires to start gravel <br />mining in non-contaminated areas, perform the proposed clean up <br />contemporaneously with the gravel mining, and will not disturb soils <br />contaminated above the State standards until they are properly handled. <br />ASCI's property is in an historic and current gravel mining area. This project <br />provides an excellent opportunity to improve the bank of the South Platte River, <br />clean up a potential environmental problem that no one else is proposing to clean <br />up and which was not caused by the applicant, and create an amenity for the <br />area in the ultimate crt:ation of a landscaped water storage reservoir. <br />Furthermore, an approximately 15-acre flowage and maintenance easement will <br />be granted to UDFCD (upon receipt of all approvals required to use the property <br />as proposed). The ultimate disposition of this 15-acres is open for discussion <br />with respect to the County's recommendation that this land be dedicated or <br />placed in a conservation easement as open space/wildlife habitat. <br />Speer Mining Resource '- 99035 <br />Asphalt Specialties Company, Inc July 24, 2000 <br />
