The property that is the subject of this permit application was historically used for
an aerial spraying business (Speer Flying Service Inc.). The property contains a
gravel landing strip, hsangar, residence and storage sheds. The aerial spraying
business stored and handled pesticides and herbicides for agricultural
applications. As a result of this activity the potential for contamination exists in
the area around the buildings. The applicant is aware of this situation, has
initiated an extensive investigation including soil and water sampling and
analysis, and is committed to remedial action. A Voluntary Cleanup Plan
application has been ~:ubmitted to CDPHE. The applicant desires to start gravel
mining in non-contaminated areas, perform the proposed clean up
contemporaneously with the gravel mining, and will not disturb soils
contaminated above the State standards until they are properly handled.
ASCI's property is in an historic and current gravel mining area. This project
provides an excellent opportunity to improve the bank of the South Platte River,
clean up a potential environmental problem that no one else is proposing to clean
up and which was not caused by the applicant, and create an amenity for the
area in the ultimate crt:ation of a landscaped water storage reservoir.
Furthermore, an approximately 15-acre flowage and maintenance easement will
be granted to UDFCD (upon receipt of all approvals required to use the property
as proposed). The ultimate disposition of this 15-acres is open for discussion
with respect to the County's recommendation that this land be dedicated or
placed in a conservation easement as open space/wildlife habitat.
