During the original permitting of the West Elk Mine (1980), the study area was <br />proposed as a refuse disposal area (Upper Refuse Disposal Area). With the <br />development of the Lower Refuse Pile, the need for development of this azea for refuse <br />disposal has not been necessary to date. Future refuse disposal facility expansion is <br />slated for an area east of the Lower Refuse Pile, with development of the Upper Refuse <br />Disposal Area only if conditions and economics warrant. This was also a determining <br />factor in selecting this study area location. <br />-7- <br />
