Significant surface crack <br />features are appearing at both the Cyprus Twentymile and Mountain Coal sites. Some of <br />these features are large enough to pose significant safety hazards to unwary humans or <br />animals. The cracks are generally located in relatively remote rangeland and wildlife habitat <br />auras; however, it is possible that livestock or a stray hunter could fall into one of these <br />features. <br />Wha[ mitigation measure(s) do you recommend for these situations? Backfdling would be <br />possible, but probably impractical given the locations. Fencing and signing would be <br />possible, but the operators seem to be reluctant to do this. We are concerned that in the <br />absence of any recommendation to mitigate or secure the larger features, we may have a <br />considerable liability. <br />Your opinions are appreciated.
