Nc Primary Refuse Disposal Area <br />Inspection Period: Fourth Quarter 2004 <br />Inspection Date: December 24, 2004 <br />~ECE~VED <br />FEB 1 ~ 2005 <br />Division ~f Minerals and oealogy <br />General Description or Reference to Site Plan: <br />The refuse area lies west of the main facilities area. Refuse has been placed in designed lifts <br />on a relatively flat terrain. Upslope runoff is diverted away from the disposal area, while runoff <br />' from the disturbed area is channeled to a sediment control pond. The mine is in final <br />reclamation and all areas have been sloped to final grade, covered with topsoil, and seeded <br />and mulched. <br />Activity During Inspection: <br />The area was idle at time of inspection. Vegetation was dormant as would be expected for <br />early winter conditions. Vegetation established during the 2004 growing season will provide <br />good soil litter and aid in future moisture retention. <br />+a .. <br />Drainage: (Discussion of springs. seeps, overland and channel flow, underdrain construction and/or <br />discharge, integrity of 100-year 24-hour drainage structures, and evidence of positive drainage). <br />No springs or seeps were observed on the refuse surface. Positive drainage has been maintained <br />on the reclaimed areas. Drainage and diversion structures were intact. All required underdrain <br />construction has been completed. ~~ "" <br />Observation of Fill Construction: (Description of material, compaction, lift thicknesses, slopes, <br />and construction methods). ". <br />No refuse placement has occurred since Decembef'of 2000. Prior,to cessation of mining, waste <br />material was placed in alternating lifts of fine and Cp2rse material in accordance with the plan as <br />described in the TerraMatrix report dated December 5, 1996. -- <br />
