San Luis Project <br />CDMG Annual Report <br />March 17, 2004 <br />Page 2 <br />Field activities associated with the contractual agreements for the demolition, removal and <br />reclamation of the crusher/mill facilities completed with SVL Earthmovers, Inc. (SVL) in <br />December 2002 were initiated. SVL and their partner A.M. King Inc. (King) of Oroville, <br />California initiated mill removal and facility demolition in December of 2003. <br />According to SVL and King, completion of crusher/mill demolition, removal and reclamation is <br />tentatively scheduled for completion during late spring or summer of 2004. <br />The primary roadway surfaces from the Rito Seco county road to the mine equipment parking <br />ditch, as well as the remainder of the South Waste Rock Facility, the mine equipment parking <br />ditch, the mine equipment fuel farm, and mine equipment parking ditch topsoil stockpile <br />reclaimed during the fall of 2003 were reseeded during the fall of 2004. The reseeding was <br />conducted due to the lower than expected plant emergence and density experienced during the <br />growing season of 2004. These lower than expected densities are believed to be associated with <br />using seed supply during 2003 that SVL purchased a number of years ago, it is expected that the <br />seed source germination values were lower than when originally purchased and that some of the <br />supply was more than likely cored out by rodents during the storage period. Therefore, BMRI <br />reseeded these areas to facilitate ample seed supply for the 2004 growing season. <br />Reclamation closure cost estimates were internally reviewed with the preparation of this report <br />and previously comprehensively reviewed with Division during calendar year 2001. The existing <br />financial surety ($7,400,000) was determined adequate to complete the remaining surface land <br />reclamation, fulfill surface and ground water monitoring obligations, and complete water <br />treatment operations associated with the West Pit and Rito Seco alluvial ground water systems in <br />2001. Since that time, additional reclamation work consisting of 34.96 acres was completed in <br />2002 reducing the quantity of mine land reclamation required to complete the Project, and the <br />following quantities of West Pit and Rito Seco alluvial groundwater were extracted, treated and <br />discharged to Rito Seco Creek in 2002 (127,985,600 gallons - 392.8 acre-feet) and 2003 <br />(128,173,000 gallons - 393.36 acre-feet). Since, no financial surety reductions were requested in <br />2002 and 2003; the existing financial surety should be more than adequate to complete the <br />remaining reclamation and closure obligations. Should the Division desire to formally review the <br />surety estimate, BMRI will supply any information necessary. <br />Areas of Disturbance/Reclamation <br />Table 1 below summarizes the San Luis Mine Project areas of disturbance and reclamation. The <br />attached map depicts the remaining areas of disturbance. <br />Site Monitoring and Reporting <br />Quarterly water sample collection and analysis was conducted in accordance with TR-06, TR-15, <br />TR-26, TR-31 and TR-32, and the TR-32 monitoring program and QA/QC Plan. Laboratory <br />analytical reports were transmitted to the Division upon receipt from the laboratory. <br />Monthly surface water, ground water and process point water sampling was conducted in <br />accordance with the applicable technical revisions. Piezometer water level measurements were <br />conducted throughout the year in accordance with the permit frequency presented in the <br />
