<br /> <br />2.1 Project Organization <br />This document specifies a prehistoric, historic and <br />paleontological (geologic) properties preservation plan for Dowe <br />Flats, Boulder County, Colorado. This document will guide site <br />' managers and contractors responsible for Dowe Flats' cultural <br />resources. Policies and procedures for managing cultural resources <br />' and a process for consultations between the Southdown, Inc., the <br />State Historic Preservation Officer, the County of Boulder, Indian <br />tribes and other interested parties are detailed. Included are <br />' such topics as avoidance, preservation in place, protection, <br />monitoring, maintenance, stabilization, use and adaptive reuse, <br />' documentation, on-going consultation with tribal representatives of <br />American Indian tribes, and mitigation of adverse effects through <br />' data recovery programs. Specific site treatments are discussed <br />within the appropriate context. This allows Southdown to fulfill <br />' its commitments to Boulder County and the State Historic <br />Preservation Officer and comply with necessary regulations. <br />This document was prepared by Steven F. Buffington, P.E. <br />3.Q Cultural Context <br />' The Colorado Historical Society (CHS) through the Office of <br />Archaeology and Historic Preservation published several prehistoric <br />and historic contexts for the northeastern Colorado region that <br />' includes Dowe Flats. The documents are part of the Resource <br />Protection Planning Process (AKA: RP3). Jeffrey Eighmy authored <br />' the prehistoric context (1984).
