<br />1 <br />' follows is a brief discussion of those regulations as they apply to <br />the 106 process model for the Dowe Flats Project. <br />' The Department of the Interior has provided regulations for <br />determining site eligibility for the NRHP (36 CFR 60, 36 CFR 63). <br />' Additionally, 36 CFR 66 provides standards for data recovery and <br />other guidance for cultural resource surveys. Definitions to <br />' implement the Antiquities Act can be found in 43 CFR 3. Procedures <br />for implementing the Archaeological Resources Protection Act are <br />stated in 43 CFR, Part 7. <br />' ACHP regulations, Protection of Historic and Cultural <br />Properties (36 CFR B00) provided the procedures for compliance with <br />Section 106. The ACHP's role is one of advice and consent to <br />review the actions of federal agencies when federal undertakings <br />affect National Register or eligible properties. The Council also <br />reviews plans to mitigate federally caused adverse impacts to <br />eligible properties through the consultation process. <br />Beyond the regulations offered in the previously discussed <br />' manuals and regulations, the Keeper of the NRHP has offered <br /> interpretations for implementing the legis lation and regulations <br />' through a series of Bulletins - NRB. These bulletins cover a wide <br />variety of topics and are organized by single subjects. Of <br />1 particular interest to the Dowe Flats Project are NRB 15, How to <br />Apply The National Register Criteria for Evaluation; NRB 16A, <br />' Guidelines for Completing National Register of Historic Places <br />Forms (with supplement); NRB 30, How to Identify, Evaluate, and <br />Re ister Rural Historic Landscapes; and Draft NRB 31, Surveying and <br />' Evaluating Vernacular Architecture; NRB 38, Guidelines for <br />Evaluating and Documenting Traditional Cultural Properties. The <br />' NRHP staff is in the process of drafting a NRB (36) regarding <br />historic archaeology which will soon be available for public use. <br />' Its pertinent concepts have been incorporated into the Dowe Flats <br />19 <br />1 <br />
