~- - =-_ wssrewv <br />= - r~~s--rrnx <br />INC. <br />- - A Subsi2arv <br />_ nJ <br />17erlme fuels <br />Acrotia[rm, rnc. <br /> <br />December 19, 1985 <br />Mr. Tom Gillis <br />Reclamation Specialist <br />Colorado Mined Land Reclamation Division <br />1313 Sherman Street <br />uenver, CO 80203 <br />RE: Professional Certification <br />Waste Bank on Deserado Mine <br />File No. C-018-81. <br />Dear Mr. Gillis: <br />• ~IIII~~I~II~~I~~II~ <br />Df~26~ <br />~~nihz~~~~; raa <br />~~~ <br />Document for the Coal Processing <br />Property, Bonanza Power Project <br />On December 19, 1985, I performed an inspection of the Deserado <br />Mine refuse pile sub-areas 1 and 2-3. <br />I am a professional engineer registered in the State of Colorado <br />and my experience fulfills the requirements of Colorado Surface <br />Coal Mining Reclamation Act. <br />The purpose of my inspection and certification was to ensure <br />proper construction of the refuse pile and to satisfy the require- <br />ments of Rule 4.09 1 (11) of the Colorado Dlined Land Reclamation <br />Board. In completing my certification, I have conducted an in- <br />spection of the refuse sub-area 1 and 2-3 piles and construction <br />site. <br />There are no apparent points of seepage in the pile, and there is <br />no indication of slope failure. The surface drainage facilities <br />were adequately maintained and were working properly. No subdrain <br />system is required by our permit, since geotechnical investigation <br />for the disposal site revealed no ground water present. Permanent <br />out slopes have not yet begun to be built. Required compaction <br />was achieved in all lifts through September 23, 1985 at which time <br />weather conditions became prohibitive of adequate drying. We are <br />presently placing refuse in sub-area 2-3 and awaiting warmer weather <br />in order to resume proper compaction processes. We have recieved <br />a vibrating compactor which is achieving excellent results. <br />Deserado Mine <br />P.O.
