In completing my certification, I have conducted an in- <br />spection of the refuse sub-area 1 and 2-3 piles and construction <br />site. <br />There are no apparent points of seepage in the pile, and there is <br />no indication of slope failure. The surface drainage facilities <br />were adequately maintained and were working properly. No subdrain <br />system is required by our permit, since geotechnical investigation <br />for the disposal site revealed no ground water present. Permanent <br />out slopes have not yet begun to be built. Required compaction <br />was achieved in all lifts through September 23, 1985 at which time <br />weather conditions became prohibitive of adequate drying. We are <br />presently placing refuse in sub-area 2-3 and awaiting warmer weather <br />in order to resume proper compaction processes. We have recieved <br />a vibrating compactor which is achieving excellent results. <br />Deserado Mine <br />P.O.
