It should be noted that we did not observe any adverse drainage or geotechnical conditions at the time of <br />our site visits, with the exception of the standing water at the toe of the north face of refuse pile. Based on <br />our part-time observations, it appears that the waste coal materials that were recently produced, were being <br />stockpiled and/or placed and compacted in general accordance with the project plans and specifications. <br />The water levels in the monitor wells installed on October 23, 1997 and December 9, 1999 were measured <br />during this quarter on a monthly basis. A table and graph showing the monthly water levels is attached. <br />This report fills the quarterly inspection requirements as specified by Rules 4.09.1(II)(a) and <br />4.10.2(2)(a).
