T' <br />XBOW <br />Sanborn Creek Mine <br /> <br /> <br />FOURTH QUARTER 1997 <br />ENGINEERING INSPECTION DEC 0 9 1997 <br />EAST YARD GOB DISPOSAL PILE <br />t tvtgier2s ~ C;eob9Y <br />The Sanborn Creek Mine approved permit document includes the regt©i~'n~ to mspect the coal <br />mine waste pile for stability quarterly. The inspection is to be performed by a registered engineer or <br />other qualified professional specialist experienced in construction of earth end tockfill <br />embattlanents. Both Sear Coal Company and the Sanborn Creek Mine have approval to dispose of <br />coal mine waste in the gob pile. <br />On December Z, 1997, I performed a visual inspection of the east yard gob disposal area at the <br />Sanborn Creek Mine. The gob disposal azea was dry. Nothing was observed during the inspection <br />that would indicate the pile has a potential for failure. <br />Compaction tests were performed for fourth quarter 1993, second quarter 1994, fourth quarter 1994, <br />second quarter 1995, fourth quarter 1995, second quarter 1996, fourth quarter 1996, and third quarter <br />1997. Gob material has consisternly passed compaction tests. <br />A medium amount of material was placed on the pile during the quarter, resulting from roof falls in <br />the mine. Safety beans have been constructed on the downhill edge of the pile as a requirement by <br />the Mine Safety and Health Administration. Clean cover material obtained from the annual ditch <br />cleaning this spring was placed on top of the pile on the east end, in anticipation of reclamation of <br />the pile as part of construction of the new West Valley Fill. Plans are to survey the pile on at least an <br />annual basis for accurate volume reports. The pile was surveyed at the end of the fourth quarter of <br />1996. Surveyor John Menke reports calculation of the volume for 1996 as 1,041 cubic yards. Bear <br />Coal Company did not haul any material to the gob pile during the last three years. The Bear Mine <br />was closed during December of 1996. Bear Coai Company may haul material to the gob pile as part <br />of the reclamation of the Bear Mine. <br />An application for a Technical Revision was submitted to the Division for a new coal refuse and <br />mine development waste area The new area will be located to the west of the facilities area, and <br />will be known as the West Valley Fill. Technical Revision Number 29 was approved, but due to the <br />tinting of the approval, and the necessary requirements to put a contract in place for the work, <br />constnuction of the West Valley Fill will not begin until 1998. A bid package was issued to potential <br />contractor; for construction of the West Valley Fill during the fourth quarter.
