Weighting was based on Mountain Brush <br />as 83 percent and Sagebrush as 17 percent of premining vegetation cover. This weighted <br />average (36.4 percent) was multiplied by 2 as per permit formula to obtain the standard (72.8 <br />percent), 90 percent of which was used to place the line on Figure 1 at 65.5 percent. <br />Climatic Data <br />Precipitation data from the Seneca II Mine for the period of January 1982 through Juty 1996 <br />were provided by SCC. Since the long-term average for the mine exists for only 10 years, the <br />long term average monthly precipitation data from the National Oceanic and Atmospheric <br />Administration (NOAA) for the nearby town of Hayden was used as an appropriate base for <br />comparison. Information on degree-days was also derived from the NOAA records at Hayden. <br />7 <br />
