Our concerns do not require revision of the text, but we believe PWCC should be aware of them. PWCC, on page 13 of the report, recommends that sediment surveys for ponds 004 and 008 be delayed until 1996. While a delay may be appropriate, we would prefer that PWCC wait until closer to the 1995 survey due date to make that recommendation. The decision to delay could then be based on findings in quarterly inspections since the 1993 surveys. At that time, PWCC could request a postponement of the surveys. On page 14 of the report, PWCC states that construction certifications of stock ponds completed during the 1994 season will be submitted with the 1994 Annual Reclamation Report. In order to ensure compliance with Rules 4.05.9(2) and 4.05.6(10), the certifications should be submitted immediately after construction is complete.
