Most of the reports are satisfactory and we thank you for the <br />submittal. Please make an effort to make a more timely submittal. <br />Moisture contents measured for the density tests were not all within the range that would <br />provide acceptable compaction. The optimum moisture contents are all identical for the <br />tests reported (] 5%); the measured moisture content is reported at less than the minimum <br />shown on the attached graph for acceptable compaction. <br />Please review these results with your contractor in light of Rule 4.10.4 (3)(b) which <br />requires that coal waste piles be compacted to 90% of maximum dry density. <br />Sincerely <br />c G~ <br />Jlm Burnell <br />Environmental Protection Specialist <br />Cc: S.
