(Northwest Colorado Consultants, Inc.) has prepazed this letter outlining our <br />inspections made during the second quarter of 1999 at the Waste Coal Area, which is located at the <br />Foidel Creek Mine in Routt Coun[y, Colorado. <br />As requested, our firm visited the project site on April l4, May 6, 17, 21 and 27, and June 14, 1999 to <br />[est the compaction of the waste coal materials being placed and to observe/inspect the construction <br />operations. A[ the time of our visit on April 14, 1999, the contractor was placing the processed waste <br />coal materials in Area Hl of [he pile and recompacting previously placed waste coal materials in Area q2 <br />of the pile in preparation for placement of the materials stockpiled last winter. Eleven compaction [ests <br />were taken on this date. At the time of our visit on May 6, 1999, the contractor was placing and <br />compacting [he waste coal materials in Area ll2 of [he pile. Three compaction tests were taken on this <br />date. A[ the time of this visit on May 2l, 1999, we met at the project site with Rick Mills and Bud <br />Bower to inspect the pile and discuss the azeas of the pile, which had been previously tested and <br />approved. No compaction tests were taken on this date. At the time of our visit on May 27, L999, the <br />contractor was placing and compacting the waste coal materials in the eas[ side of Area N2. Four <br />compaction tests were taken on this date. At the time of our visit on June l4, 1999 the contractor was <br />placing and compacting the waste coal materials in Area q2. Five compaction tests were taken on this <br />date. The approximate location of the mos[ recent tests taken are shown in [he attached Figure ql. <br />Copies of our compaction test results and daily reports are also attached. 1[ should be noted that the <br />abbreviations given in the Nuclear Density Test Results (Proctor Data) are as follows: Maximum DD = <br />Maximum Dry Density and OMC =Optimum Moisture Content. Both of [hese values have been <br />determined in accordance with ASTM D698/AASHTO T99. <br />Based on our pan-time observations and inspections, i[ appears that the waste coal materials were being <br />placed and compacted in general accordance with the project plans and specifications. <br />As suggested in our previous quarterly report, the water levels in the monitor wells, installed on Oc[ober <br />23, 1997, were measured during this quaver on a monthly basis.
