O'Connor <br />February 8, 1984 <br />Page 2 <br /> <br />Monitoring of various environmental areas which may have a bearing on <br />the reclamation plan continues to receive appropriate attention. Highlights <br />of selected programs for 1983 are as follows: <br />Soil-tailinrz Test Plot <br />No precise measures were made on the test plot in 1983. <br />However, seeds germinated and vegetation is establishing itself <br />in the various cells and is beginning to differentiate according <br />to suitability of conditions. More definitive observations ecnd <br />measurements will be made after the second full growing season. <br />Water <br />Henderson's comprehensive water quality monitoring network <br />remains similar to that of the previous year. Renewed NPDES <br />discharge permits for Henderson are expected to be issued in 1984. <br />Wi1Hlife <br />Elk and deer surveys were conducted in June and December. <br />The estimated probable utilization level in the June report was <br />at an all-time high in comparing the data collected since 19;4. <br />Due to early heavy snows, the December survey was conducted on <br />snowshoes, not on horseback as is usual, and was abbreviated. <br />Estimated utilization figures for December are therefore not <br />comparable to previous winter survey data. <br />A technical revision approved by the Board at its December 1`i meeting <br />helped to clarify our environmental monitoring requirements and ::oil stock- <br />piling scheduling. Another technical revision related to a boundary change <br />in area 9 to accommodate an access road for an interceptor canal was <br />approved at the April 28 meeting of the Board. A prospecting acl=ivity and <br />letter of intent for Lost Creek Reservoir (August 1980) was conc:~_uded, and <br />the permit file was closed by the Reclamation Division in February 1983. <br />No computations for surety accompany this report as they were submitted <br />last year.
