RECLAMATION COSTS
(February, 1983)

Many affected areas are being revegetated, but are not
considered totally reclaimed. Costs and concomitant surety
for such areas are limited. Because of the continuously
changing acreage of affected land, the Board stipulated that
surety be updated every two years in conjunction with sub-
mittal of the annual report and map. The existing bond,
covering the 1981-1982 period, is for $3.452 million (per
1981 Amendment submitted in February, 1981). The new bond
amount for the project covering the 1983-1984 period, is
$3.304 million.
The reduction from $3.452 million calculated in early
1981 for anticipated disturbance through the end of 1982 to
our present calculation of $3.304 million for anticipated
disturbance through the end of 1984 is mainly a result of
previously over estimating the extent of various
disturbances. Significant construction was underway two
years ago. Not really knowing the full areal extent of the
disturbance required for that construction, liberal estimates
of the potential disturbances were provided. Much of the
construction has been completed and the actual disturbance
was not as large as anticipated. Consequently, we are able
to reduce the acreages of disturbance anticipated through
1984 in such areas as the Mine Site, the Surface Railroad,
the Mill Yard, the East Branch Reservoir Shores, the Tailing
Area, etc. In addition, some previously revegetated areas
have progressed such that the present cost to complete
reclamation is less than it was two years ago. You will also
notice we have refined and adjusted our Site Type Cost
Calculations to present day economic conditions.
