This section of the <br />permit application describes that the ditches were designed iri accordance with <br />Rule 4.10.3-Refuse design. The report also describes the ditches as being <br />installed per design at 3 feet deep and a 1% grade. I reviewed this sizing <br />for a drainage of 7 acres per section (2 sections of D 9-10 and 1 of D 9-9) <br />with a CN of 90 and a 100 year, 10 hour rainfall of 2.2 inches. The ditch <br />would be more than adequate to carry this flow. <br />Now to the problem. The permit application conflicts between the refuse <br />disposal area section describing the ditch (Exhibit 21, page 3) and the <br />hydrologic design section for the whole mine (Exhibit 18)x.$ The sizing and <br />acreages drained for ditches D 9-9 and D 9-10 in Exhibit are incorrect and <br />need to be amended. Also, even though Exhibit 21 refers to the design no <br />detailed design is given.
