Prior reports and studies lend confirmation to varying <br />degrees to the conclusions drawn from the CDH soil survey. <br />1. Committee Evaluation of Plutonium Levels in Soil Within acrd Surrounding USAEC <br />/nsla!/anion at Rocky F/aJS, Colorado (Seed et al, 1971). The committee concluded: "additional <br />land should be purchased as proposed separately". (Seed et al, 1971) This is the purchase of the <br />present buffer zone which changed the boundaries of the Rocky Flats Plant. This action validates <br />the need I'or DOE to control the area east of the original plant boundary. <br />The Seed report presents the chronology of events surrounding the incident at the 903 Pad: <br />July, 1958 the initial storage of drums, <br />July, 1958 first leakage discovered, <br />January 1964 large scale deterioration of drums reported, <br />1 <br /> <br /> <br /> <br />1 <br /> <br />C~ <br /> <br /> <br />January, 1966 initiation of filtering and transfer of contaminated oils from leaking drums, <br />January, 1967 removal of drums started, <br />June, 1968 last drum shipped, <br />July 1968 radiation levels mapped from 2x 10' d/m/g( 9x10` pCi/gram) to over 3x10' <br />d/m/g (1.35x106 pCi/gram) reported, <br />September, 1968 preliminary proposal for containment cover. <br />July, 1969 first coat of fill material applied. <br />August 1969 fill work completed. <br />September 1969, overlay material, soil sterilant and asphalt prime coat completed. <br />November 1969 asphalt containment cover completed.
