1 <br />1 <br />Tecluiical Status Report <br />COLORADO DEPARTMENT OF HEALTH <br />ROCKY FLATS SOIL PLUTONIUM 79x2°0 SURVEY FROM 1970 TO 1991 <br /> <br />Prepared by Jonathan Love <br />June 1994 <br /> <br /> This technical status report summarizes the <br />' Colorado Department of Health's oversight <br /> activities at the Roclry Flats Plant with <br /> respect to sail plutonium """0 survey results <br /> from 1970 to 1991. These data are <br /> presented acid interpreted for each sector <br /> using descriptive statistics, box and whisker <br /> plots, bar graphs and Geographical <br />' Information System (GIS) maps. The report <br /> explains the results and discusses the <br /> plutonium source, spatial distribution, <br /> concentrations and relevant time-frames. <br />' Comparison of the results to the CDH <br /> radiation s[cutdard for plutonium of 0.9 <br /> pCi/gram are discussed. Categorization of <br />' the areas relative to the State standard are <br /> presented. Predictive models and additional <br /> studies being performed by other <br /> organizations are discussed, including past <br /> studies alresidy completed. <br />1 <br />' The Colorado Department of Health <br />has conducted soil surveys to <br />determine plutonium 79290 levels in <br />' and around the Rocky Flats plant <br />since 1971). <br /> <br /> <br />1 <br />Rules and Regulation Pertaining to <br />Radiation Control, Colorado Department of <br />Health <br />4.35 Permissible Levels of Radioactive Material <br />in Uncontrolled Areas <br />4.35.1 Plutonium. Contamination of the <br />soil in excess of 2.0 disintegrations <br />per minute (Bq) of plutonium per <br />gram of dry soil or square <br />centimeter of surface area (0.01 <br />microcurie plutonium per square <br />meter [370 Bq]) presents a sufficient <br />hazard to the public health to <br />require the utilization of special <br />techniques of construction upon <br />property so contaminated. <br />Evaluation of proposed control <br />techniques shall be available from <br />the Department of Health upon <br />request. (2 disintegrations per <br />minute are equivalent to 0.9 <br />picocuries, pCi for plutonium.) <br />The area around Rocky Flats was <br />subdivided into 13 sectors centering around two-mile, four-mile and seven-mile radii from the <br />center of the original boundary of the Rocky Flats plant. (See map 1) <br /> <br />
