Mc. <br />September 27, 1985 <br />Mr. Tom Gillis <br />Reclamation Specialist <br />Colorado Mined Land Reclamation Division <br />1313 Sherman Street <br />Denver, CO 80203 <br />RE: Professional Certification Doclunent for the Coal Processing <br />Waste Bank on Deserado Mine Property, Bonanza Power Project <br />File No. C-018-81. <br />Dear Mr. Gillis: <br />Gn September 25, 1985, I performed an inspection of the Deserado Mine refuse <br />pile sub-area. <br />I am a professional engineer registered in the State of Colorado and my <br />experience fulfills the requirements of Colorado Surface Coal Mining <br />FEClamation Act. <br />The purpose of my inspection and certification was to ensure proper construc- <br />tion of the refuse pile and to satisfy the requt~nts of Rile 4.09 1 (11) <br />of the Colorado Mined Land Reclamation Board. In canpleting my certification, <br />I have conducted an inspection of the refuse sub-area 1 pile and construction <br />site. <br />There are no apparent points of seepage in the pile, and there is no indication <br />of slope failure. The surface drainage facilities wpse adequately maintained <br />and were corking properly. No subdrain system is required by our permit, since <br />geotechnical investigation for the disposal site revealed no ground cater present. <br />Permanent out slopes have not yet begun to be built. We are cw.-rently renting <br />a Vibratory Sheepsfoot Compactor to achieve proper ca~~action which has corked <br />quite well. [+~ have placed an order for a similiar unit with delivery expected <br />in Cbtober. <br />We have now, to date, a total of 113,776 tons of refuse placed in sub-area 1. <br />Both the topsoil and subsoil piles for this area have been seeded and are stable <br />with vegetative growt]1. Removal and stock piling of all organic material and <br />topsoil prior to disposal of refuse has been completed. <br />Deserado Mine <br />P0.
