Please note that the West Elk Mine is an underground mine and final reclamation for most <br />of the facilities will not occur until the end of the life-of--mine. Mountain Coal Company does, <br />however, perform interim reclamation activities, including contemporaneous reclamation of the <br />Lower Refuse Pile. <br />The summary was completed by following the outline of rule 2.04.13 (1) (a) through (f). <br />2.04.13 (1) <br />(a) Mountain Coal Company <br />West Elk Mine <br />P.O.
