BOWIE RESOURCES LIMITED
Bowie No. 2 Mine
Coal Mine Waste Bank Inspection - 4'h Quarter 2001
On December 3, 2001, I performed the required quarterly visual inspection of the Bowie
No. 2 Mine coal mine waste bank in accordance with Rule 4.10.2.
I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of
earth fill embankments. Nothing was observed during the inspection that would indicate
the pile has a potential for failure. The gob disposal area was dry. All organic material
and topsoil has been removed ahead of the waste bank founding.
The construction of the pile has progressed well beyond the first terrace (=6080'). The
operator began excavating cover material from the gob pile founding and placing the
material on the outslope of the pile during the third quarter 1998. During the 2nd quarter
1999 additional cover material was excavated and placed on the outslope of the pile. The
entire outslope of the pile, up to the first bench, was covered with subsoil. During the 2nd
quarter 2001 additional cover material was placed on the outslope of the first and second
bench. The depth of cover material placed has not been verified.
The coal mine waste generated during the quarter all came from the mine. Approximately
13,520 tons of gob were hauled to the gob pile. Coal mine waste is to be placed in the
pile in approximately horizontal lifts no more than 24-inches thick. The coal mine waste is
spreaa ana compacrive errorr rs proviaea oy a seer propeuea sneepsroor compacror or a
front-end loader. Compaction tests were performed on November 28`" and December 2151
on the lifts compacted during the quarter. Relative compaction test results are enclosed.
Two of the tests (#1 and #5) taken on December 2151 failed. The two areas were
recompacted, retested and passed.
A failure of the pile would probably not be a hazard to human life. The pile is located
above a large flat bench. The bench is approximately 80 to 150-feet wide directly below
the pile. Additionally, the gob pile sediment pond is located below the pile. If the coal
mine waste bank failed, the material would very likely be contained on the bench below
the pile and or within the gob pile sediment pond~,?,o;' '= a ;~~
'~~ .>
s // `
as E.
