If more than one species of a given lifeform cannot be obtained or is <br />otherwise unsuitable, then the first and second priorites in the substitute list will be <br />used. Colowyo can also choose to increase a seeding rate of an approved speciesif <br />a corresponding substitute is not available, rather than choose a substitute from <br />Table 2.05-8.
