Long <br />(P It No• C-82-056) Division Director <br />I reviewed the First Half 1999 Subsidence Report you forwarded for the Foidel Creek mine. <br />This report presents survey data, maps, and a brief summary report for the affected structures <br />and Middle Creek. The methodology and procedures used in preparing this report appear <br />appropriate and in compliance with the permit requirements. <br />The structures monitored during the reported period include Routt County Road #33, three <br />high voltage electric transmission lines, and two residences. Middle Creek was also inspected <br />and profiled above Panel 5 Right, which was subsided during the report period. The Union <br />Pacific railroad spur track and Foidel Creek were not undermined during the period covered by <br />this report. <br />The "Middle Creek Profile" figures included in the First-Half report present the map and profile <br />of Middle Creek above Panel 5 Right. The profile section presents profile lines titled "JUNE <br />1997", "NOV 1998", and "MAY 1999". While typical trough subsidence was documented <br />between stations 23+00 and 35+00 on Middle Creek subsidence, no impoundment appears to <br />have been created on this reach of the stream. However, no discussion is provided regarding <br />this surface hydrology detail within the brief subsidence report. This topic should be discussed <br />within Twenty Mile Coal's annual hydrology report. <br />Finally, the brief report states that "impacts to the two residential dwellings were as predicted." <br />One dwelling is reported to require only minor repairs, while the other is scheduled to be <br />replaced. f have not been involved in the permitting of this specific aspect of the subsidence <br />control plan for TMC. I must rely upon your determination of whether this response is <br />acceptable under their permit.
