Memo to Joe Dudash
Bowie #2 GOB Pile Stability Analysis Query
page 2
Figure 7 in the report is entitled "Toe Key, Bench Concept". The note included on figure 7
states; "The purpose of this sketch is to show the key and bench concept." This statement
appears to be a recommendation for future practices. Once again, no statement is made
conceming Lambert & Associates conclusions or observations concerning present or previous
practices applied by Bowie Resources in constructing the pile to date.
At this point in my consideration of your query I concluded that I could not resolve your concem
by merely examining the Lambert & Associates' report. I decided, therefore, to contact Norm
Johnston in the hope of resolving these issues. Lambert & Associates receptionist informed me
that Mr. Johnston was in the field. In order to observe proper professional decorum, I next called
Mr. James Stover, P.E., of J.E. Stover & Associates, the primary geotechnica] consultant to
Bowie Resources, Ltd. My sole purpose in making this contact was to inform Mr. Stover of my
intended contact with Mr. Johnston, who is asub-contractor to Mr. Stover.
Upon his return to the office this morning, Norm Johnston returned my call. I explained the
situation to Mr. Johnston. I then asked Norm whether or not he had an opportunity to verify the
actual foundation preparation beneath the GOB. He stated that he had not witnessed the pile
construction. However, Norm then reminded me that he had supervised the drilling of the three
borings last winter, each of which penetrated into bedrock beneath the GOB. He encountered no
organic matter at the contact in any of these holes. From this fact, in concurrence with the
operator's comments to him, he concluded that the topsoil had been salvaged and the foundation
prepazed as specified in the approved plan. Based upon this conclusion, it is Mr. Johnston's
opinion that the stability analysis performed by Lambert & Associates does properly reflect the
conditions as they exist in the pile today. He stated that he included the recommendations for
foundation preparation, including Figure 7, to clarify that it was important that comprehensive
foundation preparation continue at the Bowie #2 GOB pile.
Based upon Mr. Johnston's comment, I conclude that the stability analysis performed by Lambert
& Associates does reflect the conditions existing within the Bowie #2 Mine GOB pile. I
recommend your acceptance of the analysis.
cr. Larry Routten
doc: M:\COALUAP\BOW2GB2.WPD
JP/JP
