YOAST MINE <br />• 2006 ANNUAL RECLAMATION REPORT <br />2006 DISTURBANCE AREA <br />There was an additiona10.8 acres disturbed during 2006 to accommodate backfilling and grading <br />activities along with topso$ replacement.. The total disturbed area has been revised to 847.1 acres. <br />This acreage change is reflected on the CDRMS Annual Report Form and is included in the text of <br />the following report The 2006 Reclamation Map portrays the revised disturbance boundaries. <br />BACBFILLING AND GRADING <br />During 2006, SCC backfilled and graded 193.5 acres as shown on the Yoast Mine 2006 Graded Area <br />Map. <br />TOPSOIL AND SPOIL MONITORING <br />SCC is requited by Permit C-94-082 to monitor the salvage, storage, and redistribution of topsoil and <br />spofl handling operations at Yoast Mine. Spedfic programs include documenting topsoil recovery, <br />verifying soil redistribution thickness, determning final graded spoil suitability, determining topsoil <br />fertility, evaluating plant rooting characteristics, recording the source of replaced topsoil, and <br />completing an annual topsoil balance. The following sections present the topsoil and spoil monitoring <br />data for the 2006 calendaz year. The results of topsoil/spoil monitoring for 2006 are included in the <br />attached Soils Report <br />• • Topsoil Recovery Documentation <br />Topsoil was live handled on the 0.8 acres disturbed during 2006. <br />• 2006 Topsoil Replacement Thickness <br />SCC is required, by Permit C-94-082 and Section 4.06.4(2)(6) of Colorado's Regulations for Coal <br />Mining, to document and record the topsoil replacement thickness for each reclamation block using a <br />minimum sampling intensity of one hole per five acres. The topso$ replacement thickness <br />information is used to adjust Eumre topsoil replacement projections, if necessary, and Eor bond release <br />purposes. Topsoil replacement depths were determined during the 2006 field season based on <br />sampling on a 500 ft. grid within the topsoil replacement area. The average topsoil replacement depth <br />for the 2006 replacement azea was 20.2 inches. See the Soil/Spoil Sample Locations Map and Table <br />06.6, Yoast Topsoil Depth Samples for further documentation <br />• Spoil Suitability <br />There were thirty seven (37) randomly located regraded spoil samples collected within the final graded <br />areas during 2006. The samples were analyzed for pH, saturation percentage, electrical conductivity <br />(EC), sodium adsorption ratio (SAR), texture, nitrate-nitrogen, and acid-base potential (ABP) to <br />determine suitability. All regraded spoil samples have "good-rated" suitable quality material.
