INTERNAL MEMO
TO: Dan Mathews 10 March 2004
FROM: Jim Burnell
SUBJ: Roadside Mine 2003 Annual Hydrology Report
The Division has completed review of the 2003 Annual Hydrology Report from the
Roadside Mine. This review has been organized by comparing the results presented in
the report to the probable hydrologic consequences (PHC) section of the permit.
Also included this year is a commentary on the issue of "groundwater points of
compliance." This is an issue for which the Division is currently drafting a policy. This
will present the initial technical opinion of the reviewer concerning the identification of
points of compliance at the Roadside Mine.
Surface Water
PHC Prediction: Effects of minewater consumption and discharge on the quantity
of flow in the Colorado River will be negligible.
The AHR data support this prediction.
PHC Prediction: The effects of subsidence on flows in Rapid Creek and
Cottonwood Creek will be negligible.
The AHR data support this prediction. All subsidence is probably done since mining
beneath that area ceased years ago.
PHC Prediction: Discharges will increase the salinity of the Colorado River by 0.1
to 0.2%.
The calculations int he AHR support this prediction. There was a 0.14 % increase
calculated in the AHR, a number which was consistent with the discharge through the
year.
PHC Prediction: There will be increased sedimentation due to the surface
disturbance.
None of the data refute this prediction, but there is nothing to directly support it.
