No.: Primary Refuse Disposal Area <br />Inspection Period: First Quarter 2001 <br />Inspection Date: March 6, 2001 <br />General Description or Reference to Site Plan: <br />The refuse area lies west of the main facilities area. Refuse has been placed in designed lifts <br />on a relatively flat terrain. Upslope runoff is diverted away from the disposal area, while runoff from <br />the disposal area is channeled to a sediment control pond. A majority of the disposal area has <br />been reclaimed and exhibits good vegetative growth. The mining facility has been in temporary <br />cessation since the end of the fourth quarter, 2000. <br />Activity During Inspection: <br />Area was idle during the inspection. No refuse had been placed since the end of the last quarter. <br />Only essential maintenance to insure compliance with Federal and State regulations is being <br />performed. <br />Drainage: (Discussion of springs. seeps, overland and channel flow, underdrain construction and/ <br />or discharge, integrity of 100-year 24-hour drainage structures, and evidence of positive drainage). <br />No springs or seeps were observed on the refuse side slopes. Positive drainage has been established <br />on all reclaimed areas. Good vegetation has been established on reclaimed areas with only minor <br />rilling in some more sparsely vegetated areas. Drainage and diversion structures were intact; All <br />underdrain construction has been completed. <br />Observation of Fill Construction: (Description of material, compaction, lift thicknesses, slopes, <br />and constriction methods). <br />Plant was idle during the inspection with no refuse placement. Waste had been placed in alternating <br />lifts cf fine and coarse material prior to cessation of operations. This placement was in accordance <br />with the plan as described in the TerraMatrix report of December 9, 1996. <br />Page 1 of 2 <br />
