<br />BOWIE RESOURCES LIMITED <br />Bowie No. 1 Mine <br />Coal Mine Waste Bank Inspection - 3rd Quarter 1999 <br />On September 24, 1999, I performed a quarterly visual inspection of the Bowie No. 1 <br />Mine coal mine waste bank in accordance with Rule 4.10.2. <br />I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of <br />earth fill embankments. Nothing was observed during the inspection that would <br />indicate the pile has a potential for failure. All organic material and topsoil has been <br />removed ahead of the waste bank founding. The pile was dry and no seepage was <br />noted around the pile. <br />No coal mine waste was deposited in the pile during the quarter. There were no <br />drainage alterations and no new bench construction. No topsoil was salvaged during <br />the quarter. <br />The design of the waste disposal area is presented in Volume 6A. To the best of my <br />knowledge and belief, based on my inspection of the pile and previous inspections by <br />professional engineers, the coal mine waste bank has been constructed in accordance <br />with the approved plan. <br />The pile is located in a remote area well away from human habitation. A failure of the <br />pile might damage the mine haul road located below the pile.
