4D of Tabs 6 and 9, Volumes 3 and 7, permit C-80-005. No final graded spoil samples were <br />taken in 1995. Analysis for existing graded areas can be found in 1994 Annual Reclamation <br />Report, (PWCC 1995). <br />1995 Soil Replacement Thickness <br />SCC is required by CDMG to closely observe and routinely inspect soil replacement thickness <br />in the wedge and wolf Creek reclamation areas at Seneca II Mine. This monitoring <br />requirement is included as Item 5 of the Topsoil Quality Control Program presented in <br />Volume 7, Tab 9, Attachment 9-4, Page 9-41. of Permit C-80-005. Historical soil replacement <br />thickness information for the 1984 through 1992 reclamation blocks is presented in Table 9- <br />4-3, Attachment 9-4, Tab 9 of Permit C-80-005, the Second, Third, and Fourth Annual Topsoil <br />and Spoil Monitoring Reports for the 1987, 1988, and 1989 field seasons, and the Annual <br />Reclamation Reports (PCC, 1988;.1989; 1990; 1992; PWCC,. 1993, 19941. <br />Soil replacement depths were measured October 12, 1995 for reclaimed areas which had soil <br />replaced during 1995. Three depth samples were Laken on Lhe Wedge mining block. Those <br />measurements were 19.5, 11.0, and 12.0 inches for an average of 12.5 inches over 6.6 acres. <br />Soil Balance <br />scc is submitting the soil balance, as of December 1, 1995, with the Annual Reclamation <br />Report as required by Permit C-80-005, Volume 12, Tab 13, Page 13-29c and as recommended by <br />Section 2.04.13(2) of Colorado's Regulations for Coal Mining. The soil balance is <br />completed to ensure soil is salvaged, stockpiled, and replaced as recommended and <br />approved in the permit, and, if necessary, to readjust the soil salvage and <br />redistribution thickness. The soil information is also used to update the soil volume <br />information previously submitted with the 1999 Annual Reclamation Report (Pwcc, 1995) and <br />to confirm the mean soil replacement thickness Eor the remainder of Che disturbance area at <br />Seneca II Mine. The latest soil balance was also in responses to a mid-term review question <br />and submitted as TA30 to C-80-005 on January 31, 1996. <br />Soil Salvage, Storage and Replacement <br />Soil salvage (dis turbancel areas and soil stockpiles sites as of December 1, 1995 are shown <br />on Exhibit 9-3a, Topsoil Balance Plan (Current). The following technique was used to <br />prepare this exhibit. The soil salvage area and existing soil stockpiles were transferred <br />from the Seneca Ir Pit progress and reclamation digital file to a 1^=400' scale Existing <br />Contours Map dated October 27, 1995, This disturbance area, provided by the Seneca II <br />engineering staff, was confirmed by overlaying the black and white 1"=400' scale ortho <br />3 <br />
